Why Doesn't the U.S. Government Install Full Employment?

Apparently, the founding documents of 'the USA' have been thrown away by Congress without telling us. Congress thus made laws that were not authorized by the Constitution. Essentially, these unauthorized laws have changed 'the USA' drastically.

According to the Constitution in Article I, Section 8, Congress is authorized to coin money and must be published from time to time. In Section 9, no money shall be drawn from the Treasury, but in Consequence of Appropriations made by law. These words essentially say that the 'the People' must develop 'the USA.' Since the Declaration of Independence says that 'all men are created equal,' all U.S. citizens thus have responsibilities in this development. Accordingly, the Constitution authorized and mandated 'Full Employment' in 'the USA.'

What evidence among the founders and early developers show that 'the USA' would develop an economy based on full employment? George Washington developed a farm research organization at Mount Vernon. (click) Ben Franklin developed knowledge about electricity and developed a stove, but did not patent it. (click) John Adam wrote against the wealthy industrialists. (click) Alexander Hamilton developed a Report of Manufactures that would subsidize industries (click) Henry Clay became the proponent of the American System over the British System. (click) And Abe Lincoln became the first wide development of the South and the West and became major defence of freedom and the first two paragraphs of the Declaration of independence. (click)

Partial employment, instead of full employment, was installed by Congress because Henry Clay's American System was not liked by bankers. The American System is based on 'science and technology' and was applied by President Kennedy on the high technology space program. Science and technology reduces the cost of all economic products as time passes. However, Congress built 'unnatural inflation' and 'unnatural unemployment' into the U.S. economy for the bankers.

Since unnatural inflation and unnatural unemployment cause regular depressions, which make the life of Americans miserable, the People of the USA should develop full employment.
