U.S. Republicans and the Tea Party members seek to balance the budget of the U.S. government.  But it is not possible to balance the budget of the government of  a democracy. This is not possible  because a government can produce effects but cannot produce profits. This fact was stated first by Robert McNamara (1916-2009), who became Secretary of Defense under President Kennedy. (click)

I became aware of McNamara's work, when I was asked to measure the performance of the National Institute of Justice, U.S. Department of Justice in 1977.  At that time, I learned that McNamara developed the institution of 'systems analysis,' which is used to make public policy. System analysis became a standard in the Army, Navy, and Air Force.

Why can't the Tea Parties, Republicans, and Democrats make system analysis the standard in all government agencies? This standard would reduce the current national debt to an effective working level and will produce only progressive effects.

System analysis should be considered by all nations that are developing a democracy.

    Ah, but then you would have accountability and people would be expected to actually do their jobs. WHen we have sayings such as,"close enough for government work." and a report that came out yesterday showing that less than one half on one percent of federal employees are fired each year the idea of systemic analysis seems more like a pipe dream than an actuality

    My work in the private sector (16 years)and public sector (24 years)revealed the problems in both sectors.

    In the public sector, I found that Congress, executive agencies, and private sector grantees and contractors do not know an active God. Without this form of knowledge, 'anything goes' instead of 'system analysis in the public and private sector.

    We must make governmnet and all of its agencies 'systematic'. When I was working on the bullet proof vests for police, I made a system involving public and private organizations. A private man came into my office and I showed this system to him. He sais,'Other people don't think this way.'

    The public and private sectors can be organized. If this is acomplished, the USA will become a permanent goal-seeking nation.
